Business Overview

The Civil Aviation Authority of Singapore (CAAS) is a statutory board under the Ministry of Transport in Singapore. It represents the government in the negotiation of air services agreements as well as advises on matters related to civil aviation. Besides ensuring smooth and efficient airport operations, it also regulates and promotes the development of air transport. One of its key roles is to anticipate and deal effectively with the changing needs and demands of the aviation industry.

CAAS has also developed and transformed Changi Airport into a major global, award winning air hub. Changi Airport currently serves more than 80 airlines connecting to over 180 cities in more than 50 countries, with more than 3,900 weekly flights.

The Challenge

The Development & Engineering Division at CAAS looks after the overall infrastructure and airport master planning; operations and maintenance of mechanical and electrical systems; civil engineering facilities at Changi and Seletar Airports as well as airport development projects such as the building of the 3rd passenger terminal. Concise documentation of all relevant paperwork is fundamental. This means that the division has to maintain an extensive library of documents such as aviation systems engineering reports, concept development plans, test plans and procedures etc.

Recognizing the importance of generating accurate eye-readable records for long term archival storage, the division started sourcing for a more effective document capture solution to meet the increasing needs of its document management processes.

The Solution

The Canon DR5010C document scanner (distributed by Pericom Imaging (S) Pte Ltd) was decided after they had evaluated several options.

Using Canon’s DR5010C document scanner, the Development & Engineering Division at CAAS can easily scan various project documents double sided at 100 images per minute. This ranges from odd sizes right up to A3 sizes, moreover, the skew detection feature prevents documents from tearing or jamming if they are fed at an incorrect angle.

In addition, the DR5010C's ultrasonic sensors is able to detect any gap between overlapping pages to prevent the loss of images resulting from multiple documents being fed at the same time. As a result, every image and page will be scanned, even with large document batches.

“By automating the rate in images processing time, the end results is a more enhanced paper handling which is efficient and easy to maintain, said Mr. Lim Hoe Boon, Corporate Service Officer (Engineering), Development & Engineering Division, CAAS. “This has also enabled an improvement in our document capture processes and productivity.”

The Results

Through the use of this solution, the Development & Engineering Division at CAAS reaped the following benefits:
  • Eliminated manual scanning for odd size paper documents and increased high volume scanning speed. This saved time and increased their operation efficiency and productivity.
  • 100% accuracy in ensuring that every page is scanned in batch scanning. Thus, there is no more missing images or pages.
  • Scanned documents and images are securely stored into CD-R.
  • Increased efficiency by reducing turnaround time of accessing scanned information that are stored in the CDs.
